This concurrent resolution directs the President to remove U.S. Armed Forces from hostilities against Iran or any part of its government or military unless a declaration of war or authorization to use military force for such purpose has been enacted.
The resolution specifies that it shall not be construed to prevent the United States from defending itself, its Armed Forces, its diplomatic facilities, or allied states from imminent attack.

What Congress Said
Members who spoke about this bill on the floor, in their own words from the Congressional Record.

Pursuant to the order of the House of July 22, 2026, I call up the concurrent resolution (H. Con. Res. 89) directing the President pursuant to section 5(c) of the War Powers Resolution to remove United States Armed Forces from hostilities with Iran, and ask for its immediate consideration in the House.
I would like to acknowledge my colleague from Michigan for working so well together on this bill. We don't agree on a lot. We do agree 100 percent that Ohio State has a better football team.
And just in case you thought Democrat opposition was a matter of high-minded principle, since Republicans passed the Working Families Tax Cuts, a number of Democrats have tried to associate themselves with some of the tax relief in the bill despite universally opposing the legislation in Congress.
Republicans worked in good faith to include their legislation to help the producers in their States. I am proud of those bipartisan priorities in this bill. I worked with Chairman Boozman to build policies that support a safe, steady supply of food, fuel, and fiber.
To bolster these efforts, last month I introduced a bill with the title ``Healthcare Fraud Prevention and Improvement Act.'' This bill will improve and will invest in the Healthcare Fraud and Abuse Control Program. That program was created to combat fraud across Federal health programs.
Reserving the right to object, as the author of ``The Case Against Socialism,'' I take a backseat to no one in my opposition of socialism, communism, or any other form of collectivism.
I rise to urge the United States House of Representatives to pass my War Powers Resolution to end President Trump's illegal and unconstitutional war in Iran.
I rise today as Donald Trump continues to wage a war in Iran in our name, on our dime, but without our say--a war that is nearly 7 months old, a war that has cost Americans billions, a war that seemingly has no end in sight but that Congress has the authority to end.
I rise today in strong support of Representative Jayapal's Iran War Powers Resolution because I believe that the President needs to come to us so that we can make that decision and take on that responsibility, as the Constitution says.
I come to the floor today to honor someone who has changed the lives of millions of Americans, though until this moment, they may have never heard her name: Kalina Thompson, my chief of staff, who is leaving our office at the end of the month, after more than a decade by my side.
On the Trump media ban, you can tell Trump's desperate, repressive media ban is flagrantly unconstitutional when it gets blocked by a judge he appointed.
Here is the latest poll regarding public support or approval. Eighteen percent of respondents--this latest CNN poll--say that President Trump's decisions around the war in Iran are helping the United States. Seventy percent of Americans say that his decisions around the Iran war are hurting Americans.
Because no one achieves anything alone, I would also like to thank Mark's wonderful wife Carrie for the support she has shown to Mark and my entire operation through early mornings and late nights. I would also like to thank his mother Lynn and his brother Adam.
Ever since the USS Abraham Lincoln was commissioned in the waning days of the Cold War, it has been known for many things. After a volcano erupted in the Philippines in 1991, the Lincoln led the largest peacetime evacuation of United States military personnel and their families.
I rise today to urge the Senate to assert its constitutional authority and to demand accountability for the grave costs that servicemembers, their families, and the American people have shouldered because of the President's war in Iran.
We have taken an oath to support and defend the Constitution. The Constitution says the President cannot declare war, only Congress can. There has been no congressional declaration of war. The President is violating the Constitution with this war.
What this bill does is it bans vehicle hardware and software that are designed, developed, or manufactured in China by Chinese companies. That means they can't be imported, manufactured, or sold here.
I join all Americans, my colleagues, and Chairman Mast in mourning those lost who have made the ultimate sacrifice for our Nation, once again. I honor greatly the service of the chairman. We served in these wars together. He knows sacrifice. He, in fact, sacrificed and gave more than I did.
This war in Iran absolutely, immediately must end, and it will only end if the person who started it with the unilateral decision to go to war decides to end the war.
