Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Energy relating to "Energy Conservation Program: Energy Conservation Standards for Consumer Gas-fired Instantaneous Water Heaters".
This joint resolution nullifies the rule titled Energy Conservation Program: Energy Conservation Standards for Consumer Gas-fired Instantaneous Water Heaters and submitted by the Department of Energy (DOE) on December 26, 2024. Under the rule, DOE adopted amended energy conservation standards for gas-fired instantaneous water heaters to achieve the maximum improvement in energy efficiency that DOE determined was technologically feasible and economically justified.

What Congress Said
Members who spoke about this bill on the floor, in their own words from the Congressional Record.

For the purpose of debate only, I yield the customary 30 minutes to the gentleman from Massachusetts (Mr. McGovern), pending which I yield myself such time as I may consume. During consideration of this resolution, all time yielded is for the purpose of debate only.
I just heard my colleague--the previous majority and now minority leader, the senior Senator from New York-- talk about a number of things that just reflect on the fact of why he is now the minority leader instead of the majority leader.
I rise today to call up my resolution to undo a regulation about appliances, which was imposed by the Biden- Harris administration weeks after American voters had overwhelmingly rejected that administration and its policies and which, if left in place, would increase costs and limit the options of everyday Texans and everyday Americans across our Nation.
But that is far from the only thing we have done. We passed Senator Britt's Laken Riley Act--the first bipartisan border bill since 2006-- which the President signed into law on January 29.
What is worse than a bankrupt country? How does that help children? How does that help single moms? It doesn't. That is what this bill attempts to stop or at least begin the process of healing.
I rise in support of H.J. Res. 20. The Congressional Review Act is in response to the Biden-Harris administration's last- minute, overreaching attempt to ban natural gas water heaters.
The following Senators join me in this statement: Tim Scott, Bill Hagerty, Marsha Blackburn, Thom Tillis, Ted Budd, and John Boozman. The day after Christmas, when both Houses of Congress were in recess, the Biden administration released a final rule setting new energy efficiency standards for tankless water heaters.
This resolution expresses congressional disapproval of the Department of Energy's rule that effectively bans certain natural gas water heaters which burdens families with higher costs while stripping them of consumer choice.
While Peter Navarro gave full-throated support to all three of those goals, most of the rest of the administration ignored the first two goals and focused on bringing manufacturing jobs back to the United States--a worthy goal; one the Democrats, including myself, have been advocating for decades.
I know where I stand, Mr. Speaker, and we are going to fight like hell to oppose this awful Republican budget because we know whose side we are on. We are going to fight like our constituents' lives depend on it because they do.
I rise in strong opposition to H.J. Res. 20, the second Republican resolution in just 2 days that will raise energy prices on Americans. This harmful resolution guts a Department of Energy efficiency rule on gas instantaneous, or tankless, water heaters.
This resolution is the latest of a whole lot of nonsense. It is hard to explain, except when we realize that oil and gas companies often have their way here in Washington, D.C.
I submitted an amendment to this resolution to ask a simple question. Is it such a priority to fund tax cuts for individuals with over $1 billion in net worth that we would enact devastating cuts to healthcare for rural and low-income communities?
Indeed a vote for this budget is a vote against Medicaid, ripping away healthcare from children, people with disabilities, and seniors. It is a vote against SNAP, as the distinguished chairman indicated, taking food out of the mouths of babies.
I rise today in strong opposition to H.J. Res. 20, which will undo a commonsense energy conservation standard and raise costs for consumers, all to benefit the gas industry.
I rise in strong opposition to the House Republican budget resolution, a blatant attempt to strip healthcare and food aid away from everyday Americans.
I rise today in opposition to this rule which allows for consideration of the Republicans' extreme budget that slashes funding for vital programs like Medicaid, SNAP, and Federal housing assistance to bankroll $4.5 trillion in tax breaks for billionaires and big corporations.
I rise today to oppose this so-called budget resolution which is one of the greatest heists in American history as they loot the Treasury to give permanent tax breaks to billionaires at the expense of millions of Americans.
Let me let you in on a secret because there aren't any Republicans in this room. There are more Republican constituents of mine that are calling my office saying: We may have voted for Donald Trump, but we didn't vote for him to do this.
I rise in opposition to Donald Trump, Elon Musk, and House Republicans stealing trillions of dollars from the middle class to fund massive tax cuts for billionaires.
This budget is about the millionaires, the trillionaires, the people earning over $400,000 a year, and giving them a $4 trillion tax cut over the next 10 years. It is not about working people. It is about hurting working people, hurting the poor, hurting people with disabilities, and hurting children.
