DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act
Official title: To establish Department of Homeland Security funding restrictions on institutions of higher education that have a relationship with Confucius Institutes, and for other purposes.
This bill restricts funding to an institution of higher education (IHE) that has a relationship with a Confucius Institute, Thousand Talents Program, or Chinese entity of concern. The bill defines (1) Confucius Institute as a cultural institute funded by the Chinese government; (2) Thousand Talents Program as any technological or educational program funded or administered by China's Ministry of Industry and Information Technology; and (3) Chinese entity of concern as generally any university or college in China that is involved in China's military, police, or intelligence activities.
Specifically, the Department of Homeland Security (DHS) must ensure that an IHE that has awarded a contract to, entered into an agreement with, or received an in-kind donation or gift from a Confucius Institute, Thousand Talents Program, or Chinese entity of concern is ineligible to receive any funds from DHS, unless the IHE terminates the relationship. The IHE may regain eligibility for these funds upon termination of the relationship.

For the purpose of debate only, I yield the customary 30 minutes to the gentlewoman from Pennsylvania (Ms. Scanlon), pending which I yield myself such time as I may consume. During consideration of this resolution, all time yielded is for the purpose of debate only.
Today I rise in strong support of H.R. 881, the DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act, of which I am an original cosponsor. The stakes for our national security, constitutional freedoms, and the future of American innovation could not be higher.
I rise today in strong support of Representative Pfluger's bipartisan bill, H.R. 881, the DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act.
Due to a personal family matter, I was unable to vote on H.R. 881--the DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act. Had I been present, I would have voted YEA on Roll Call No. 120.
It is easy to mock this legislation because it is so inane and embarrassing, and we have, but its very existence and the fact that House Republicans have chosen to waste time and taxpayer dollars to bring it up for a vote, is worth considering.
I do not support creating another pretext for the Trump administration to deny U.S. universities Federal funding, but I also do not want to see our greatest strategic competitor gain a greater foothold on college campuses that could put our national security at risk, either.
This bill does not achieve any of those ends. The American people did not send us here to troll and suck up to a President. They sent us here to legislate, lead, and make their lives better.
