What This Bill Does
This resolution provides for the consideration of the bill (H.R. 1501) to amend the FAST Act to include certain mineral production activities as a covered project, and for other purposes; providing for consideration of the bill (H.R. 9436) to amend the Consolidated Appropriations Act, 2023 to extend the time period for which certain regulations concerning the North Atlantic right whale are effective; providing for consideration of the resolution (H. Our Nation is at a crossroads. Across the country, socialist policies are increasingly dominating democratic politics. Members of this body openly support key elements of the Democratic Socialists of America's platform.
I rise in strong support of H.R. 9436, the Northeast Lobsterman Protection Act, which will protect one of the world's most iconic fisheries and the American jobs, communities, and families that depend on it.
The Federal Government provides significant support to higher education. American taxpayers should not be funding institutions that utilize Federal programs while simultaneously pursuing discriminatory boycotts or unequal academic treatment based solely on ties to Israel.
This resolution simply condemns socialism and anti-American ideas of the DSA. It is a simple up-or-down vote: Where do you stand on the anti-American platform of the DSA?
I rise in strong support of H.R. 1501, the Protecting Domestic Mining Act, which will ensure domestic mining projects are able to enjoy the benefits of title 41 of the bipartisan and wildly successful FAST Act.
This bill extends the streamlined, coordinated permitting process under FAST-41 to all mining and mineral processing projects and blocks a Biden-era proposal that would have narrowed eligibility and deepened our dependence on foreign adversaries for the minerals America needs.
This legislation is about giving American fishermen the certainty they need to keep their businesses operating while also giving scientists and the industry the time to create innovative solutions to protect both the North Atlantic right whale and the future of Northeast fisheries.
First, let's be clear that socialism is communism light. Socialism is the first step to communism. If anybody doubts what I am saying, just listen to Vladimir Lenin, the first leader of the Soviet Union, who proclaimed the goal of socialism is communism.
All of these depend upon reliable access to minerals and processed materials. Copper carries electricity. Iron ore and other inputs become the steel used in our vehicles, bridges, and buildings. Critical minerals support our military and advanced-manufacturing base, in Indiana and across our country.
I am very proud to co-lead this legislation, including this bill, with Representative Shreve and sincerely thank Chairman Westerman for his leadership on this issue.
I rise in strong support of H.R. 9436, the Northeast Lobsterman Protection Act. This legislation will help to safeguard some of the United States' most iconic fisheries, American lobster and Jonah crab.
When Tim Walz said that one man's socialism is another man's neighborliness, he got it completely backward. There is only one way to prosper in a capitalist society. You have to figure out what somebody else needs and get it for them better than they can get it for themselves. That might mean mowing their lawn.
This bill does something that is very simple and overdue: It makes mining and mineral processing permanently eligible for streamlined Federal permitting. Endless red tape does not protect a single acre of ground. It only protects China's monopoly and smothers American innovation before it can break ground.
We are better than this, Mr. Speaker. This resolution before us today simply condemns socialism. This is just a small step for my colleagues on the other side to join us in clearly rejecting this anti-American project.
I urge my colleagues to support H. Res. 1490 so that this generation of Americans is not fooled by the empty promises of socialism and future generations never pay the price that families like mine already have. As Ronald Reagan said: We must preserve America as the world's last best hope for mankind.
Now this brings us to H.R. 1501. This bill would codify mining and mineral processing as covered sectors under FAST-41. FAST-41, of course, creates an alternative permitting pathway for covered infrastructure projects.
How long should the American people have to wait for our prices to come down? Republicans promised that prices would come down on day one. That was 589 days ago, coming up on 2 years.
First, I will offer a bit of a rebuttal to my colleague across the aisle. Of course, I am in his party, but I am standing over here today supporting this legislation.
I include in the Record a statement from J Street, which says in part: ``This means infringing on constitutionally protected free speech and academic freedom by penalizing institutions (and thereby unrelated research) for participation in certain boycott or divestment efforts targeted at Israel or Israeli settlements.
Across the country, marine fisheries generate $319 billion in sales and support 1.7 million jobs. A U.S. shrimper recently reported spending an additional $20,000 on a single trip because of diesel costs. These fishermen are already operating on razor-thin margins, and fuel costs are near or exceeding the shrimp prices.
At a time when we should be strengthening environmental protections, respecting Tribal sovereignty, and ensuring communities have a meaningful voice in decisions that affect their land and water, this bill moves us in the wrong direction.
Congress must reject the attacks on vote-by-mail. I urge my colleagues to defeat the previous question and support my Universal Right To Vote by Mail Act so every eligible American can cast their ballot safely, securely, and conveniently.
Let me be clear: Not only do I call on my colleagues to vote against this stupid resolution, as I just heard a moment ago, but also to put this much energy into creating a world, a system, that actually works for working people.
I rise in opposition to this bill. We must protect the North Atlantic right whale, which, as you heard, is already at risk of extinction. This bill threatens to put them right over the edge.
After 5 weeks of being out for the August district work period, a war is raging in the Middle East; the economy is in shambles; working people of this country cannot afford food, housing, and healthcare; the President is raiding the Venezuelan oil reserves and lining his own pockets; and what are we doing on the House floor after 5 weeks of break?
Representative Grijalva offered an amendment that would require the Secretary to ensure there is meaningful and robust Tribal consultation for any mining project to be eligible to be covered under FAST-41. This amendment was not accepted.
If my Republican colleagues truly oppose government ownership of private companies and truly condemn socialism, then I invite them to join us in denouncing Trump's own policies. Until then, save the gaslighting for the convention and miss me with this nonsense.
