What This Bill Does
This bill prohibits discrimination on the basis of political affiliation by the Federal Emergency Management Agency (FEMA) and other participating entities (i.e., public or private entities providing or receiving assistance) in carrying out federal major disaster or emergency relief and assistance activities.
Current law requires FEMA and other participating entities to provide federal major disaster or emergency relief and assistance without discrimination on the basis of race, color, religion, nationality, sex, age, disability, English proficiency, or economic status. The bill adds political affiliation to the classes protected under this requirement.

Currently, the Stafford Act makes it clear that FEMA should not discriminate on the basis of race, color, religion, nationality, sex, age, disability, English proficiency, or economic status. This bill adds political affiliation to that list.
This legislation is simple, but it is a very necessary fix. It ensures that when the Federal Government responds to a crisis, disaster victims are helped regardless of their political affiliation.
I thank both the chair of the subcommittee and the ranking member for their work on this bill. I am proud to be here in support of the Perry initiative. I also want to congratulate all the staff members, as the full chair congratulated them, for their service.
When families need support to rebuild their lives, we can't politicize it. We should not be using politics. We should be making sure that these Federal dollars are getting to our communities as quickly as possible. Politics should have no role in whether we show up for each other.
I also rise today in support of H.R. 1342, the Stopping Political Discrimination in Disaster Assistance Act. Disaster relief should be driven by human need, not political malice.
