Official title: To amend the Immigration and Nationality Act to clarify that aliens who have been convicted of defrauding the United States Government or the unlawful receipt of public benefits are inadmissible and deportable.
This bill makes certain acts related to public benefits fraud grounds for (1) barring a non-U.S. national (alien under federal law) from admission into the United States, or (2) deporting the individual. The bill also makes such an individual ineligible for immigration enforcement relief, including relief for an individual in danger of subjection to torture.
Specifically, this bill applies to individuals who have been convicted of, admit to having committed, or admit to acts which constitute certain offenses. Offenses covered by this bill include (1) fraud involving Supplemental Nutrition Assistance Program (SNAP) benefits, (2) fraud involving Social Security benefits, (3) fraud involving programs that receive federal funds, and (4) the production of fraudulent identification documents.

What Congress Said
Members who spoke about this bill on the floor, in their own words from the Congressional Record.

For the purpose of debate only, I yield the customary 30 minutes to the gentleman from Massachusetts (Mr. McGovern), pending which I yield myself such time as I may consume. During consideration of this resolution, all time yielded is for the purpose of debate only.
Worse still, evidence is now emerging from whistleblowers that this was done while Democratic officials in sanctuary jurisdictions deliberately turned a blind eye to industrial-scale larceny in exchange for political support.
I rise today in support of my bill, the Deporting Fraudsters Act. As Mr. Harris just said earlier, estimates show that between $233 billion and $521 billion is lost to fraud each year.
The Deporting Fraudsters Act puts the American taxpayer back in the driver's seat. This bill makes non-U.S. citizens who steal from Federal programs deportable. It is crazy that that wasn't already the case. It makes sure that far-left prosecutors do not sidestep Federal law by dragging out a case to avoid a conviction.
Let me read to you how this bill we are talking about came to be. On June 24, 2025, canine detective and U.S. Customs and Border Protection Beagle Brigadier Freddie and his handler were inspecting baggage from Cairo, Egypt.
By bypassing the conviction requirement, this legislation would hand a literal get-out-of-jail-free card to immigrants who commit fraud by deporting them without going through the criminal justice system and giving their victims a day in court.
This bill was inspired by the allegations of fraud in Minnesota that a conservative YouTuber claims to have discovered, and it is part and parcel of the Trump administration's deadly assault on Minnesota.
They have a chance to fund these efforts so that people can get paid. They refuse to do it. The Republican leadership blocks this bill. Their approach is all or nothing.
