This bill modifies the definition of hours worked under the Fair Labor Standards Act to exclude certain voluntary training that occurs outside an employee's regular working hours. Such training does not count as hours worked even if it is offered by the employer, provided that an employee's working conditions are not adversely affected by choosing not to participate and the employee does not perform any work for the employer during the training.

For the purpose of debate only, I yield the customary 30 minutes to the gentlewoman from New Mexico (Ms. Leger Fernandez), pending which I yield myself such time as I may consume. During consideration of this resolution, all time yielded is for the purpose of debate only.
Let's make one thing clear: H.R. 2262 expands voluntary--voluntary--employer-led training opportunities. Businesses would still be required to compensate workers who receive mandatory job training.
America is suffering. Americans don't recognize the country we live in. Trump's tariffs have caused prices to soar. We have the highest unemployment rate in 4 years so fewer people have jobs. Those out of work can't even afford those expensive groceries, housing, and appliances.
This bill is pushing corporations to create a loophole. I want to take just a moment, ``voluntary for good causes'' is something we all do in America, and we have the ability to do it now. This bill would create more gray areas and, for those who want to exploit workers, give them a roadmap to do it.
