Should Congress set spending limits on direct spending programs that have no set dollar amount?
Spending Safeguard Act (H.R. 10619)
Certain new or reauthorized federal programs with no set dollar amount would get spending limits, and no money could be obligated once a limit is reached.
- Sets limits at 120% of program cost for defense, health, income security, or veterans programs, and 110% for others
- Excludes Medicare and Social Security from the limits
- Requires the Office of Management and Budget (OMB) to keep a public scorecard of spending levels
